    Subject: Conservation of water bodies in Kashmir.

    Question:

    Will the Minister of WATER RESOURCES be pleased to state:-

    (a) whether conservation of water bodies in Kashmir is receiving any attention in the Ministry; and

    (b) if so, the details thereof?

    (a) & (b) The Government of India approved restoration of 22 water bodies in Kupwara district of Jammu & Kashmir (J&K) at the cost of Rs. 3.06 crore under the pilot scheme for repair, renovation and restoration of water bodies during X Plan period. The Government has further approved a programme for Repair, Renovation and Restoration of Water Bodies with an outlay of Rs. 10,000 crore for XI Plan. The programme covers all states of the country including J&K.

    Subject: Conservation of Dal Lake

    Question:

    Will the Minister of ENVIRONMENT AND FORESTS be pleased to state:-

    (a) whether conservation of Dal Lake in Kashmir is receiving any attention currently from the Ministry; and

    (b) if so, the details thereof?

    (a) & (b) The project of ‘Conservation & Management Plan for Dal-Nagin Lake in Srinagar’, J&K has been sanctioned in September, 2005 for Rs. 298.76 crore under the National Lake Conservation Plan of Ministry of Environment & Forests. Works relating to various components of the project namely, sewerage system and sewage treatment plants, hydraulic works, solid waste management, catchment area treatment, dredging and de-weeding, shore-line development works, public awareness & participation, etc. are under execution by J&K Lakes & Waterways Development Authority, the State implementing agency for the project. An amount of Rs. 142.87 crore has been made available so far by Government of India to the implementing agency for the project, against which an expenditure of Rs. 131.32 crore has been incurred till end of May, 2009. Three sewage treatment plants having a treatment capacity of 15.2 mld (million litres per day) have been commissioned.

    Subject: Utilisation of MPLAD funds

    Question:

    Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state:-

    (a) whether there is a plan to raise the MPLAD funds within this financial year; and

    (b) if so, whether the Ministry has conducted any survey how and in what manner the funds under this scheme had been spent during the last five years?

    (a) The proposal to enhance the quantum of MPLADS funds was sent to the Ministry of Finance and the Planning Commission for their approval. The Planning Commission has informed that they would appraise the project only after a judgement is delivered by the Supreme Court in this regard and also when there is clarity on availability of additional funds.

    (b) The Ministry has taken the initiative for physical monitoring of sample works executed under the Scheme by NABARD Consultancy Services (NABCONS), an independent agency. The MPLADS funds have been used for creation of durable community assets of national priorities viz. drinking water, primary education, public health, sanitation and roads, etc.

    Subject: Connecting Udhampur with Qazigand.

    Question:

    Will the Minister of RAILWAYS be pleased to state:-

    (a) whether there is a plan to connect Udhampur with Qazigund in Kashmir by the Railways; and

    (b) if so, by when the plan would be completed?

    (a): Yes, Sir.

    (b): The Udhampur-Katra (25 km.) portion is targeted to be completed by December, 2011. The alignment between Katra-Qazigund is under review and an Expert Committee appointed to study the issues involved has recently submitted its report. The matter is under consideration of the Ministry. The target for this portion will be fixed once the decision on the alignment is finalised.
