Reservation benefits in AP: Shakeela Bano is DSP, Yasmeen Deputy Collector

Hyderabad: Seven Muslim men and women, who got selected in Andhra Pradesh Public Service Commission Group I Examination and were posted to the senior position in police and other departments today called on the Chief Minister Y S Rajasekhara Reddy to thank him for his policy of 4% reservations for Muslims in education and government jobs.

Six of the seven successful candidates were the beneficiaries of the 4% reservation quota while one Ms. Ayesha Khan was successful in general category.

The results of the APPSC Group I exams were announced recently in which about 150 candidates were declared successful.

Congratulating the candidates on their achievement, the Chief Minister expressed satisfaction that the reservation policy was yielding results for the Muslim community. This was first time that seven Muslims got selected for Group I jobs.

“Good. Keep it up. Muslims should fully use the opportunities the government was trying to provide them”, he said. CM was keen to know why only one Muslim could get through in the general category and hoped that they will work hard to further improve the situation.

Speaking on the behalf of the successful candidate, Ayesha Khan told the Chief Minister that it was thanks to his policy of reservation that at least a few Muslims were selected.

“60 years ago the efforts of Dr B R Ambedkar to provide reservations to Muslims could not succeed but now you have succeeded and because of this we could get this opportunity”, another candidate observed.

Significantly there are three women among the seven successful Muslims. While Ayesha Khan has been appointed the Joint Collector in Adilabad district, the six candidates who were selected under reservation quota opted for different departments. They are Shakella Bano (deputy superintendent of police, Nalgonda district), Kareemulah Shareef (DSP-Krishna district), Ms. Yasmeen Basha (deputy collector Ranga Reddy district), Abdul Quader Jeelani (Divisional Forest Officer, Krishna), Shaikh Zaheer (Treasury Officer) and Md Rahmatullah (AAO).

The doors of progress will be open for the office of the Group I in state services as they can be promoted at a later stage to the Indian Police Service and Indian Administrative Service. This is significant because there are only a handful of Muslim IPS and IAS officers in the state. They include Janna Hussain, Special Secretary to the Chief Minister, Syed Ilyas Rizvi, the managing director of Muslim Minorities Financial Corporation, SM Rizvi, vice chairman, Deccan Infrastructure and Land Holdings and Mohammed Shafeequzzaman.

The Muslim IPS officers in the state include Abdul Khayyum Khan (Additional Director General of Police, Law and Order), Anwarul Huda (Head, Enforcement and Vigilance), Ahsan Raza (Anti Corruption Bureau) Shaikh Mohammed Iqbal (District superintendent of police, Medak).

The meeting of the successful candidates with the Chief Minister was organized by Muslim Welfare Forum to thank the Chief Minister. Speaking on the occasion secretary M Babar and other officials said that the reservation policy had already benefited Muslims extensively in the field of reservation as last year 200 Muslim students got admission in medical colleges and 4000 in engineering colleges.

But as the case challenging the legal and constitutional validity of the Muslim Reservations Act 2007 was still pending in the High Court, the Chief Minister assured that the government will do everything possible to remove all the hurdles in the way of its implementation.

As the High Court has allowed the admission under reservation policy pending the final judgment, Muslim students will continue to benefit from the reservation quota in professional colleges this year too.

UPSC, APPSC, IIT.

Muslims are not a minority in India. They are the 2nd largest majority. Muslims form 15-20 percent of India's population - as against the same number of Dalits ! Since they are scattered, they are politically "orphaned" post 1947. Now we are in 2009. India can survive as a society and a country only if it follows in letter and spirit the doctrine of "Inclusive Politics for Inclusive Growth". Inclusive means "including" muslims of India. From the position of a peon, to the cabinet secretary., the Govt. jobs., (spoils)., seats in professional courses., loans disbursement., disbursement of house-sites., pattas., etc. must be "SHARED" by all segments of society (and that INCLUDES Muslims of India). Period.

However, Muslims from Hyderabad must consider UPSC (Govt. has set up a coaching center - because poor muslim students cannot afford the UPSC preparation classes run by Pvt. Institutes) but with 2 optionals : Public Admin & History only. The class-room is located in Nizam College. This is for SCs STs OBCs and also includes muslims. Students who are good in Public Admin / History (after MA/MPhil/PhD) must work hard and explore UPSC preparations... same goes for APPSC., IIT., CA as career options. Pvt. tuitions / tutors are not an option for poor muslim students cuz they cannot afford them.

The Muslim community must evolve a mechanism where they have institutes that coach students for UPSC/APPSC/IIT/CA exams. As of today, Muslims do not have such institutions.

The Govt. of Andhra Pradesh must not levy / charge such institutions with "Property Tax". This will encourage private parties to turn their homes into COACHING INSTITUTES for UPSC/APPSC/ IIT/ CA.

Dubai is saturated - US / EU / Australia are in recession. The dark-skinned Indian is not needed there., unless one is uniquely gifted as Einstien. So., the young muslim students must take to studies WITH EXTREME SERIOUSNESS., and the community must sit and evolve a mechanism where they run the COACHING CLASSES. Of course, in today's world., Math and Physics Teachers will not come for free (social service)., or for little money. Their salaries will be very heavy. Who will pay the Teachers ? Should it be run on a no-profit/no-loss basis. Can the muslim student even afford THAT much ?

Private Muslims must now turn their homes into coaching institutes. They may keep their properties (no need to donate them); but run an institute - get property tax exemption from the Govt - (so that it must not be a net loss for the property owner.. cuz he is already foregoing the rent which he would have got had he rented his property). This way, the muslims will also retain POSSESSION of their property + will be able to do something for their community. There is benefit of both the worlds in this strategy.

Hyderabadi muslims must act now... with extreme seriousness. There is a dearth of Physics / Math Teachers. We need 1000 top-quality Physics/Math teachers in AP. We will have to produce that. If there is not that power, create that power... there are no quick-fix solutions to these things. It may take years. But the task must begin now. If they start working towards it., they will have a capacity / an infrastructure by 2012.
