    GAMES, 2010

    Will the Minister of RAILWAYS be pleased to state:-

    (a) whether the Railways have any plan to introduce special trains for Delhi during Commonwealth Games, 2010:

    (b) if so, the details thereof;

    (c) whether the Railways have any plan to construct more Yatri Niwas/ hotels at New Delhi for Commonwealth Games; and

    (d) if so, the time by which the said preparation for Commonwealth Games are likely to be completed?

    (a) to (b) Yes, Madam. Railways will run special trains to meet the additional demand during Commonwealth Games 2010. This would include EMU/MEMU trains to cater additional commuter traffic and intercity trains between Delhi and other cities. Specific train schedules have not yet been made.

    (a), (b), (c), (d) and (e): Yes, Madam. The Orgainising Committee, XIXth Commonwealth Games,Delhi–2010 has set up a ‘Games Travel Office’ (GTO), which would cater to the tourism requirements and tourism packages during the Games in coordination with Ministry of Tourism and other stakeholders.

    Subject: LEATHER EXPORTS

    Will the Minister of COMMERCE AND INDUSTRY be pleased to state:-

    (a) whether any policy initiative has been taken by the Government to boost leather exports in the country; and

    (b) if so, the details thereof, State-wise regarding leather exports during the last three years?

    THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SHRI JYOTIRADITYA M. SCINDIA)

    (a) As a policy initiative, Government of India has identified leather sector as a focus sector under Foreign Trade Policy 2009-14. Accordingly, identified products of leather sector would be entitled to avail enhanced Duty Credit Scrip under focus market scheme/focus product scheme. A zero duty scheme has been introduced under Export Promotion Capital Goods Scheme for certain sectors including leather sector. Besides, Kanpur, Devas and Ambur towns have been recognized as ‘Town of Export Excellence’ for leather products which would enable these towns to get priority funding under Market Access Initiative Scheme and Assistance to States for Developing Export Infrastructure and Allied Activities Scheme operated by Department of Commerce for development of export infrastructure.

    (b) State wise export data for the leather goods is not maintained by DGCI&S. However, as per records maintained by Council for Leather Exports, the details of leather goods exported from the major States for 2006-07, 2007-08 & 2008-09 are as under:-

    Subject: MODIFICATION OF CBFC RULES

    Will the Minister of INFORMATION AND BROADCASTING be pleased to state:-

    (a) Whether the Government proposes to restrain the depiction of excessive violence in films and amend the rules of the Central Board of Film Certification (CBFC)

    (b) If so, the details thereof;

    (c) If not, the reasons therefor;

    (d) Whether there is any proposal to extend the said rules to regional language films also and;

    (e) If so, the details thereof; and

    (f) The other steps taken/being taken by the Government to prevent the depiction of excessive violence and obscenity in films?

    (a), (b) & (c) : Central Board of Film Certification (CBFC) certifies films in accordance with the provisions of the Cinematograph Act, 1952 and Rules and Guidelines framed thereunder. Some of the Guidelines regarding violent scenes are as under:

    # anti-social activities such as violence are not glorified or justified.
    # pointless or avoidable scenes of violence, cruelty and horror, scenes of violence primarily intended to provide entertainment and such scenes as may have the effect of desensitising or dehumanising people are not shown.
    # Scenes showing involvement of children in violence as victims or as perpetrators or as forced witness to violence, or showing children as being subjected to any form of child abuse are not presented needlessly.

    (d) & (e) : The Guidelines for certification of films for public exhibition are applicable to all the films that come to CBFC for certification.

    (f) : Does not arise in view of replies to parts (a), (b), (c), (d) & (e) above.

    Subject: PREPARATION FOR OLYMPIC GAMES

    Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:-

    (a) whether the Government proposes to set up training camps to facilitate the sports persons selected to participate in the 2012 London Olympics;

    (b) if so, the number of training centres set up by the Government for this purpose;

    (c) whether there is any proposal to open/set up new training centres for the youths in the country; and

    (d) if so, the details thereof, State-wise and the time by which such centres are likely to be set up?

    MINISTER OF THE STATE IN THE MINISTRY OF YOUTH AFFAIRS AND SPORTS (SHRI PRATIK PRAKASHBAPU PATIL)

    (a) & (b) Imparting the training to national players representing the country in various international sports competitions, including Olympics, is an ongoing process. At present, Government has undertaken a special drive for preparation of athletes for participation in Commonwealth Games and Asian Games, 2010.These efforts will be furthered suitably for training of sportspersons who will qualify for participation in London Olympics.

    (c) & (d) Sports Authority of India operates a large number of residential and non-residential training centres throughout the country in which talented children and youth are given training in various sports disciplines. At present, around 15,000 children and youth are receiving training under these schemes. Adoption of schools and colleges, under the non-residential training schemes of Sports Authority of India, is an ongoing process and under this the existing infrastructure of the institutions covered under the scheme is used. There is no proposal at present to open a new SAI training Centre (residential) in any State.

    (a) & (b): Instances of some foreign nationals purchasing immovable property in violation of the laws, particularly in Goa, have come to the notice of the Government. However, the requisite data, State-wise, is not centrally maintained.

    (c): Central Government has advised all State Governments/Union Territories to instruct the concerned authorities who register transfer of properties to ensure that the Reserve Bank of India guidelines are scrupulously observed while dealing with such matters which involve any foreign national.

    Subject: MONITORING MECHANISM FOR GLOBAL
    WARMING

    Will the Minister of ENVIRONMENT AND FORESTS be pleased to state:-

    (a) whether there is any scientific mechanism to monitor the Green House Gas emission resulting in global warming;

    (b) if so, the details thereof;

    (c) if not, the steps taken by the Government in this regard; and

    (d) the measures adopted/to be adopted by the Government to launch public awareness programme on global warming?
    ANSWER

    MINISTER OF STATE (INDEPENDENT CHARGE) FOR ENVIRONMENT AND FORESTS (SHRI JAIRAM RAMESH

    (a) to (c): There is no scientific mechanism to monitor the Green House Gas (GHG) emission resulting in global warming. However, the GHG emissions are measured and reported in the National Communications (NATCOM) of Parties to United Nations Framework Convention on Climate Change (UNFCCC) as per the guidelines of the Intergovernmental Panel on Climate Change (IPCC). India has submitted its initial NATCOM to UNFCCC in 2004.

    (d): Public awareness on global warming is created through supporting various conferences/seminars and also through the National Environmental Awareness Campaign. This campaign runs through approximately 10,000 organizations including NGOs, Academia and Schools, etc.
