    Subject: REVIEW OF BPL GUIDELINES

    Will the Minister of RURAL DEVELOPMENT be pleased to state:-

    (a) whether the Government proposes to review/change the existing policy guidelines for Below Poverty Line people; and

    (b) if so, the details thereof alongwith the time-limit to start the work relating to identification of BPL families/people living in different parts of the country including Uttar Pradesh?

    (a) & (b): The Ministry of Rural Development constituted an Expert Group to advise the Ministry on the methodology for conducting the Below Poverty Line (BPL) Census for 11th Five Year Plan in August, 2008. The Expert Group finalized the report and submitted the same to the Ministry in August, 2009. The report of the Expert Group has been circulated among the States/UTs and the concerned Central Ministries for their comments and has also been posted on the Ministry`s website at www.rural.nic.in. The Ministry is in the process of finalizing the methodology for identification of people living below the Poverty Line in rural areas of the country including Uttar Pradesh, taking into account the suggestion/comments States/UTs and Central Ministries.

    (a) whether the Government has conducted any study on the feasibility and cost of revival of Rupsi airport in Kokrajhar district before taking the decision of a new airport in the same district and that too within 50 Km of the existing airport;

    (c) if so, the justifications and cost effectiveness of setting up of new airport by abandoning existing airport with more than 6000 ft. runway and necessary infrastructure?

A feasibility study carried out recently for revival of non-operational airport has confirmed that Rupsi airport can be developed into an operational airport in phased manner at a cost of Rs. 94 crores for ATR type of aircraft. Government of Assam has not yet provided the details of identified sites for the proposed new Greenfield airport at Kokrajhar.

    Subject: MIGRANT PROBLEM IN ASSAM

    Will the Minister of HOME AFFAIRS be pleased to state:-

    (a) whether certain individuals are facing harassment in the State of Assam after the scrapping of the Illegal Migrant (Determination by Tribunal) Act and are not being regarded as Indian citizens;

    (b) if so, the details of such cases reported during the current year; and

    (c) the action taken by the Government in this regard including deportation of the identified foreigners?

    MINISTER OF THE STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI MULLAPPALLY RAMACHANDRAN)

    (a) & (b): Thirty-two (32) foreigners’ tribunals to adjudicate the question as to whether a person is or is not a foreigner within the meaning of the foreigners Act, 1946 have been set up in the State of Assam. Additional 4 Foreigners Tribunals have also been sanctioned for setting up in Assam.

    (c): Central Government is vested with the powers to deport a foreign national under section 3 (2) (c) of the Foreigners Act, 1946. These powers to identify and deport illegally staying foreign nationals have also been delegated to the State Government/UT Administrations. The procedure for the detection and deportation of illegal Bangladeshi immigrants has also been set out and circulated to State Governments/UT Administrations who are implementing the same on a continuous basis.

    Subject: PRIMARY SCHOOLS RUNNING WITH HIGH
    PUPIL TEACHER RATIO

    Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

    (a) whether there are significant number of primary schools running with very high Pupil Teacher Ratio (PTR) in the country;

    (b) if so, the details thereof;

    (c) whether Sarva Shiksha Abhiyan (SSA) has any provision for providing additional teachers in primary and upper primary schools;and

    (d) if so, the district-wise details of additional teachers provided under SSA in last three years and the current year?

    MINISTER OF HUMAN RESOURCE DEVELOPMENT(SHRI KAPIL SIBAL)

    (a) to (b) As per Selected Educational Statistics (2006-07) published by the Ministry of Human Resource Development,Government of India,the Pupil Teacher Ratio(PTR) in the country at primary and upper primary levels is 45:1 and 35:1 respectively.

    (c) Government of India under the Sarva Shiksha Abhiyan (SSA) programme provides
    (i) one teacher for every 40 children in primary and upper primary;
    (ii) at least two teachers in a primary school;
    (iii) one teacher for every class in the upper primary.Of the three teachers sanctioned under SSA for every new upper primary school,one each will need to be a teacher with mathematics and science specific educational background
    (iv) wherever there is a need for additional teachers at upper primary level, to maintain the PTR of 40:1, the additional teachers sanctioned under SSA will need to be recruited from those with Science/Mathematics educational background.

    (d) Details of teachers provided under SSA in the last three years and the current year is at Annexure.

    Subject: SCHEME FOR APPOINTMENT OF URDU
    TEACHERS

    Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

    (a) whether mandatory condition of the availability of 25% Urdu speaking population for implementation of the `Scheme for Appointment of Urdu Teachers`, under Ministry of HRD, has lead to the non-implementation of the scheme in Muslim concentrated areas of non-Hindi States especially in Assam where there is strong demand for the same;

    (b) if so, the details thereof;

    (c) whether the above condition has been relaxed for appointment of Hindi teachers for teaching Hindi in non-Hindi speaking states;

    (d) if so, the rational behind the move

    (e) whether the Government proposes to relax this clause for appointment of Urdu teachers also; and

    (f) if so, the details thereof?

    (a) & (b): The scheme was revised in 2008-09.The condition of availability of 25% Urdu speaking population in a locality was meant to ensure that Urdu teachers are sanctioned in areas that actually need them. The scheme depends on proposals from State Governments. There is no material to conclude that the condition of availability of 25% Urdu speaking population has come in the way of implementation of the scheme, as the condition applies to a locality and not to a district as a whole.

    (c) & (d): As per the guidelines of the scheme, financial assistance is provided to the non-Hindi speaking States for appointment of Hindi teachers to implement `Three Language Formula`.

    (e) There is no such proposal at present.

    (f) Does not arise.

    Will the Minister of RAILWAYS be pleased to state:-

    (a) the details of norms laid down for constructing railway crossings;

    (b) the number of railway crossings which have not been constructed so far even after fulfilling the requisite norms, zonewise;

    (c) the number of unmanned railway crossings in the State of Assam, and

    (d) the number of people died and wounded in these unmanned railway crossings in each of last three years and the current year?

    (a) As per existing policy, level crossings is made in consultation with the State Government at the time of laying of a new line or within 10 years from the date of its commissioning to traffic. Thereafter, any accommodation work such as level crossing can be provided at a technically suitable location on deposit terms, if such a proposal is sponsored by the State Government/Local bodies duly agreeing to bear the initial cost of construcion of the level crossing and one time capitalized cost of recurring maintenance and operational charges. Further, as per policy of Railways, no new unmanned level crossing is permitted on existing lines.

    (b) The number of railway crossings which have not been constructed so far even after fulfilling requisite norms, zonewise is 1 on Northern Railway, 1 on North Frontier Railway and 2 on Western Railway. These are Deposit Works.

    (c) The number of unmanned railway corssing in the state of Assam is 562 as on November, 2009.

    Import of Raw Jute during 2008-09 has shown declining trend by 66% in quantity and by 55% in value terms. Import of jute products registered an increasing trend by 23% in quantity and by 47% in value terms as compared to 2007-08. As per EXIM Policy, import of raw jute and jute products into India has been treated as free items without duty. Bangladesh has higher availability of superior grades of jute, some of which Indian enterprises are importing for batch-fixing and to help production of better quality yarn and fabrics for value added products. Import of jute products is resorted to supplement domestic demand.

    The value of jute produced in the country is not available.

    (d) to (f): The Government of India has Launched “Jute Technology Mission (JTM)” with effect from 2007-08, spanning a period of 5 years (11th Five Year Plan Period), for overall development of the Jute Industry in the country and promotion of jute and jute products at home and abroad.

    JTM provides for “Setting up of Jute Parks for the Diversified Sector”. As regards setting up of Jute Parks in NE Region, Expression of interest (EOI) and Detailed Project Report (DPR) were invited through insertions in newspapers allowing extension of time for submission of EOI supported by DPR till 31st October, 2009. A few EOIs were received against the newspaper insertions, when they were asked to submit DPRs of their proposals. Since no DPR has been received till date, no proposal could be considered.

    Under the scheme, 4 Jute Parks are to be set up in N.E. States and other Tribal Areas to encourage setting up of such Parks, the minimum land requirement for establishing Jute Parks in N.E. States and other Tribal Areas was reduced to 10 acres land.

    A fresh notice inviting EOI, supported by DPR, has been released in(i) Assam Tribune, (ii) Sentinel and (iii) Asomiya Pratidin on 16th November, 2009. No EOI has yet been received.

    Subject: SHARING OF WATERWAYS

    (a) whether the trade Agreement between India and Bangladesh for sharing of waterways of both the countries has been renewed;

    (b) if so, the details thereof alongwith terms and conditions of agreement;

    (c) the routes identified for sharing of waterways of both countries; and

    (d) if not, the reasons therefor?

    MINISTER OF THE STATE IN THE MINISTRY OF SHIPPING (SHRI MUKUL ROY)

    (a) to (c): The Protocol between India and Bangladesh on Inland Water Transit and Trade (which emanated from Article VIII of the Trade Agreement between the two countries) was renewed in March 2009 for a period up to 31st March 2011. It includes following inland water routes on which inland vessels of both the countries can ply for transit and trade:

    (i) Kolkata – Pandu – Kolkata
    (ii) Kolkata-Karimganj- Kolkata
    (iii) Rajshahi – Dhulian – Rajshahi
    (iv) Karimganj – Pandu – Karimganj

    There are four ports of call in each country through which inter country trade through inland waterways can take place. These are: Narayanganj, Khulna, Mongla and Sirajganj in Bangladesh and Kolkata, Haldia, Karimganj and Pandu in India. The Protocol includes various terms and conditions for its working covering issues such as conservancy and pilotage, handling facilities, supply of bunkers, assistance to be provided to the vessels in distress, recognition of survey certificates and other documents, sharing of inter country trade and transit cargo, customs checks and documentation etc.

    (d): Does not arise.

    Subject: NON EMPLOYMENT OF LOCAL PEOPLE IN
    AGCP

    Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:-

    (a) whether the Government is aware of the on-going protests of different groups for non- employment of local people in Assam Gas Cracker Project;

    (b) if so, the steps the Government is taking to protect the interest of the local people;

    (c) the total employments made in the said project;

    (d) the percentage of local people employed in the project in category-wise and post-wise against the total posts;

    (e) the percentage of minorities employed out of total appointments made so far; and

    (f) the current status of Assam Gas Cracker Project ?
    ANSWER

    THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SHRI SRIKANT KUMAR JENA)

    (a) & (b): Yes sir, Brahmaputra Cracker & Polymer Limited(BCPL) has been advised to encourage deployment of persons belonging to North East States subject to the rules and regulations applicable to a Central Public Sector Enterprise. Further, BCPL have advised contractors to recruit local candidates for contractual jobs as per availability and qualifications. BCPL in association with Government of Assam is carrying out specialized training courses for equipping local people to meet the manpower requirement of the project. BCPL is carrying out recruitment of its manpower, wherever possible, through campus interview at institutions in North East States.

    (c), (d) & (e): A total number of 33 employees have so far joined BCPL, out of which 15 (46%) are from North East and 2 (6%) are from minorities. The category-wise breakup of employees from North East is GET(Mech)-3, GET(Inst.)–3, GET(Chem)-3, GET(Elec.)–1, GET (IT)-4 and ET(PR/CC)-1.

    (f): 1157 Acres of land has been acquired & possession taken thereof. Capital subsidy amounting to Rs.287.67 crores has been released and total expenditure of Rs.444.07 crores has been incurred till November,2009. Contracts have been awarded to Licensors for LLDPE/HDPE and PP Units. Process packages for LLDPE/HDPE swing units have been received in September 2009, while Basic Design Engineering Package (BDEP) for polypropylene unit was received in August, 2009. The BDEP for ethylene cracker has been received in November, 2009. Civil construction activities relating to construction power, site grading, administrative block building, product warehouse, plant and non-plant building have started. Financial Closure of BCPL has been successfully completed and loan agreements for Rs.1756 Crores have been signed.
