    Subject: Shamli rail route

    Will the Minister of RAILWAYS be pleased to state:-

    Questions

    (a) whether the Railways are aware of the problems of the daily commuters from Shamli, Uttar Pradesh to Delhi where people are forced to travel on roof and foot board of the 9.30 am local from Shamli;

    (b) if so, the details thereof; and

    (c) the steps taken by the Railways to increase the number of trains on this route during peak hours and add extra coaches in the trains on this route?

    (a) to (c): 7 pairs of trains are available Ex Shamli to Delhi in the morning hours catering the daily commuters. These seven trains contain 96 coaches with normal carrying capacity of 10374 passengers. All these trains are running at their maximum load of 14 coaches and cannot be augmented further due to operational constraints. At present, there is no proposal for introduction of additional train on Shamli – Delhi section.

    Subject: CHILD LABOURERS IN BT COTTON FARMS

    Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:-

    Questions

    (a) whether the Government has received complaints regarding a number of children working in BT Cotton farms in the country;

    (b) if so, the details thereof, State-wise;

    (c) the schemes formulated by the Union Government to rescue and rehabilitate such children; and

    (d) the action taken by the Government against the owners of BT-Cotton farms who illegally employ child labourers?

    ANSWER

    MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SHRI HARISH RAWAT)

    (a) & (b): No specific complaint has been received. Moreover, employment of children in BT-Cotton farms is not prohibited under the Child Labour (Prohibition & Regulation)Act, 1986.

    (c): National Child Labour Project Scheme (NCLP) is running in 271 districts and the Grant-in-aid scheme provides funds for NGOs in non-NCLP districts for rehabilitating child labour withdrawn from hazardous work.

    (d): The State Government is the appropriate authority in enforcing the provisions laid down in Part-III of the Child Labour (Prohibition & Regulation)Act, 1986.The Government regularly monitors the enforcement of the provisions of the Act.

    AIRCRAFT

    Will the Minister of CIVIL AVIATION be pleased to state:-

    (a) whether additional checks have been introduced on aircraft and engines as the aircraft reaches near its date of discard/phase out;

    (b) if so, the details thereof;

    (c) whether the number of flights of such aircraft are progressively curtailed as a precaution when nearer to phase out date;

    (e) if not, the reasons therefor?

    (a) and (b):- Maintenance and inspection checks on aircraft are carried out in accordance with manufacturers maintenance programme, approved by the Directorate General of Civil Aviation (DGCA). This programmes takes cognizance of ageing of aircraft also.

    (c):-No flights are curtailed as long as the aircraft is airworthy and maintained as per the manufacturer`s maintenance programme

    (d) and (e):- Do not arise.

    (a) whether the Government has conducted any study in regard to the quality of hand grenades and other such explosive items being supplied to the Army;

    (b) if so, the details thereof;

    (c) whether about thirty per cent of the above items fail to explode at the time of actual use; and

    (d) if so, the action being taken by the Government to ensure the supply of up-to-date and quality items to the jawans for the sake of national security?

    (a) to (d): No such study has been carried out. As per records available for the period from 2005-2009, out of total grenades used in training only 0.002 percent defect reports were raised.

    Certain defects were reported in 1994-1995 and in the subsequent years.Thereafter, product improvements were carried out with the result that the defects reports in subsequent years were considerably lower in number.

    Defence Research and Development Organisation (DRDO) and Directorate General of Quality Assurance (DGQA), have developed Multi Mode Grenade which has been cleared for bulk production.

    (a) to (c) The Medical Council of India after due inspection of staff and infrastructure, recommends to the Central Government for granting permission/denial for renewal, recognition or de-recognition.Thus,the availability of faculty is ensured before allowing the medical college to start the courses.However,there is need for more medical teachers in the country for which Medical Council of India regulations have been reviewed and amended to facilitate addition of more specialists and medical teachers in the near future.

    STATEMENT IN REPLY TO PARTS (a), (b), (c), (d) & (e) OF THE LOK SABHA () STARRED QUESTION NO.414 FOR 17/12/2009 REGARDING CAT-III COMPLAINT FLIGHTS.

    (a) & (b): Alliance Air has rescheduled the flights of non-compliant ATR/CRJ aircraft beyond 10.00 hrs w.e.f 10.12.2009 to 10.02.2010. Jet Airways, JetLite and Kingfisher Airlines have given an undertaking that during foggy conditions, the approved departure/arrival slots of non-compliant ATR/CRJ aircraft prior to 10.00 hrs shall be shifted beyond 10.00 hrs in coordination with concerned airport operator.

    (c), (d) & (e): No Madam.However,airlines have been asked to inform their passengers of the delay/rescheduling/cancellation of flights in advance to avoid congestion at the airport. All the airlines have also been asked to provide facilitation in terms of tea/water/ snacks to the passengers in case of delays of flights due to fog.

    SURVEILLANCE DEVICES

    (a) whether most of the important surveillance devices installed in the busiest markets of the NCT of Delhi are not functioning;

    (b) if so, the details thereof and the reasons therefor; and

    (c) the steps taken by the Government to ensure that such devices are functioning properly?

    (a) to (c): Surveillance Devices (CCTV Cameras) installed in the busy market areas are functioning properly except in some market areas, details of which are indicated in Annexure ‘A’.

    Any shortcomings noticed in the functioning of the surveillance devices are taken up with the firm (s) responsible for maintenance and upkeep of such devices to restore such devices to proper working condition.

    Central Distt. Delhi Police was held to sort out the matter. During the
    meeting, it was observed that the cost in repairing/re-installation of the
    existing CCTV Camera System will be higher due to loss/damage to the existing
    cables and other equipment. It was decided that advance technology available
    in the market may be procured and utilized for Karol Bagh Market and existing
    CCTV Cameras could be used in other places.

    A supply order for installation of CCTV System in Sarojini
    Nagar Market and Lajpat Nagar Market was given to M/s Score Information
    Technology Ltd., Gurgaon in the year 2007. But the firm has not completed the
    project so far. Now the case is under litigation and pending with Arbitrator
    Ms Manju Goel, Retired Justice (High Court). The Hon’ble Arbitrator has
    ordered that the firm will complete the system by 15.12.09 and report to the
    department for inspection. The next date of hearing is fixed for 19.12.09.

    (a) to (e) David Coleman Headley, US national of Pak origin, holding Passport No. 097536400, was issued five year Business Visa No.Z314473 on 18th July 2007.

    Tahawwur Rana Hussain, Canadian national of Pak origin, holding Passport No. JV533373 issued on 3rd March 2006 valid up to 3rd March 2011, was issued one year Business Visa No. AF232384 on 31 October 2008.

    Samraz Rana Akhtar (wife of Tahawwur Rana Hussain), a Canadian national of Pak origin, holding Passport No. WB694622 issued on 9th August 2007 valid up to 8th August 2012, was issued five year Tourist Visa No. AF232383 on 31st October 2008.

    Heads of Indian Mission and Posts in the USA have the discretion to grant visas to US and Canadian citizens of Pakistani origin, according to the extant guidelines of the Ministry of Home Affairs. All the three visas have since been cancelled. The entire process of issuances of visas to Mr. David Coleman Headley, Mr. Tahawwur Rana Hussain and Mrs. Samraz Rana Akhtar is being enquired into. The policy for issue of visas to all foreigners of Pakistani origin is under review.
