    (c): The Government has granted ‘in-principle’ approval for providing financial support of Rs.764.45 crore for mitigating the agrarian distress in Idukki District of Kerala.

    (a) (b) & (c) The provisions of the Companies Act, 1956 do not empower the Government to advise the corporate sector for providing jobs to minorities.

    However, the Government has started the process of developing a common perspective on the issue of voluntary affirmative action by the corporate sector, and recently an interaction with the representatives of corporate sector and related stakeholders was organized jointly by the Confederation of Indian Industry and the National Foundation for Corporate Governance.

    Subject: Muslims below poverty line

    Question:

    Will the Minister of MINORITY AFFAIRS be pleased to state:-

    (a) whether Government proposes to conduct any survey to identify Muslims living below poverty line in each State and provided a BPL number;

    (b) if so, the details thereof; and

    (c) the schemes formulated to ameliorate the economic status of Muslims?

    (a) No, Sir.

    (b) Does not arise.

    (c) National Minorities Development and Finance Corporation (NMDFC), a Public Sector Enterprise under the administrative control of Ministry of Minority Affairs, provides loans at concessional rates for self employment / income generating activities to persons belonging to the minority communities living below double the poverty line, under its various schemes viz. Term Loan, Micro Financing, Mahila Samridhi Yojana, Vocational Training and Marketing Assistance etc. NMDFC provides loans to individuals through State Channelising Agencies (SCAs) which are nominated by the respective State/UT Governments. It also provides micro-credit through Non-governmental Organizations (NGOs).

    The scheme of Multi-Sectoral Development Programme being implemented by the Government aims, inter alia, at improving the selected socio-economic and basic amenities’ parameters in the Minority Concentration Districts (MCDs) during the Eleventh Five Year Plan period. The Government is also implementing coaching/scholarship schemes for students belonging to minority communities which aim to equip them for engaging in income generating activities.

    Statement referred to in reply to the Rajya Sabha Starred Question No. 67 by Shri Abdul Wahab Peevee, MP for answer on 8.7.2009 regarding “Centre’s caution to Kerala about law and order problem”.

    (a) to (c) : As per the Constitution, “Public Order” and “Police” are State subjects and it is primarily the responsibility of the State Governments to maintain law and order in their States. However, the Central Government reviews the internal security situation in the country from time to time. During such a security review the issue of more effective policing in certain areas of Malappuram and Tiruvananthapuram, came up for discussion. The State Government has been advised to take necessary action in this regard.

    STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF RAJYA SABHA STARRED QUESTION NO.52 FOR 7.7.2009, ASKED BY SHRI ABDUL WAHAB PEEVEE, HON’BLE MEMBER OF PARLIAMENT, REGARDING ESTABLISHMENT OF NEW COLLEGES.

    (a) to (d): There is a proposal to launch a new scheme with Central-State funding for establishment of one model degree college in each of the 374 identified educationally backward districts having Gross Enrolment Ratio (GER) lower than the national GER. These include 62 districts identified by the Ministry of Minority Affairs as minority concentration districts where the population of the minority group is over 20% on the basis of the 2001 census data on population, and have poor socio-economic indicators and basic amenities indicators, 17 districts where minorities constitute 20% or more of the population and 36 districts which are dominated by those who are religious minorities nationally but are a majority in the respective States.

    During the remaining period of the XI Plan, subject to the approval of the competent authority, the Central Government proposes to provide some financial assistance for establishing 200 model colleges, in consultation with the concerned State Governments.

(FACT) Kochi, a public sector undertaking under Ministry of Chemicals & Fertilizers as per Memorandum of Understanding (MOU) signed with FACT on 03.05.2008.

    (b)&(c): The cost involved in the project and the jobs likely to be created are yet to be worked out.
